The City of Ottawa does hereby invite sealed bids for the Allen Park Final Design project. Work will

include: site preparation, construction fencing, temporary soil erosion sediment control measures, site removals

and clearing, earthwork, excavation, and grading, stormwater utilities, cast-in-place concrete

foundations and footings, open-air shelter, playground equipment on poured-in-place rubber play surfacing,

site furnishings, concrete paving, vehicular asphalt paving, trees, shrubs, low plant material, and native

and turf seeding.

Project manuals, including bid form, specifications, and construction documents are available after

10:00 AM on February 21, 2024 from the Hitchcock Design Group Plan Room website:

Bids will be accepted at the City of Ottawa – 301 West Madison, Ottawa, Illinois 61350, during regular

office hours. All bids must be submitted in a sealed envelope marked with the Contractor’s name and

address, and “Bid for Allen Park Final Design,” on the face of the envelope. Bids must be received no

later than 10:00 AM on March 19, 2024. Bids will be opened on 10:01 AM on March 19, 2024, at the

City of Ottawa – 301 West Madison, Ottawa, Illinois 61350. All bidders will be required to submit Bid

Security in the form of a Bid Bond, Certified Check, Cashier’s Check in the amount of 10% of the Base

Bid, payable to the City of Ottawa.

The successful bidder, as determined by the City of Ottawa, shall be required to pay, and to agree to pay

no less than the Prevailing Rate of Wages, pursuant to the Illinois Prevailing Wage Act (820 ILCS 130)

for the locality of the City of Ottawa (LaSalle County), to each laborer worker, or mechanic needed or

used to complete the work as detailed in the contract to be let. The successful contractor, and all

subcontractors shall be required to submit, to the City of Ottawa, certified payrolls no later than the tenth

day of each calendar month for the immediately preceding month.

The City of Ottawa reserves the right to reject any and all proposals, parts of any and all proposals, or to

waive technical errors or omissions in submitted proposals. No submitted bid may be withdrawn until a

period of sixty (60) days after the bid opening date, without written consent of the City of Ottawa. The

City of Ottawa encourages minority business firms to submit bids on this project and the successful

contract bidder to utilize minority businesses as sub-contractors for supplies, equipment, services, and

construction.
