Shiloh Park
The Zion Park District does hereby invite sealed bids for Shiloh Park. The project will be constructed
under two separate bid packages with the intent of awarding two separate Owner/Contractor Agreements
to a single Contractor. The lowest bid will be determined by reference to the combined base bids of each
project, combined base bids plus any accepted alternates, or any combination thereof as determined by the
District to be in its best interests. The work in both bid packages will be constructed simultaneously.
Base Bid Courts: Work will include site clearing, temporary soil erosion and sediment control
measures/maintenance, earthwork, asphalt paving, sport court surfacing and striping, concrete paving and
footings, chain link fencing and gates, shelter installation, site electrical, shelter lighting and outlets,
drinking fountain installation, storm sewer, site furnishing installation, landscaping, and turf grass
seeding. This project is being financed, in part, with funds from the Illinois Department of Natural
Resources (IDNR) Open Space Land Acquisition and Development (OSLAD) grant program. Work must
comply with grant requirements.
Base Bid Playground: Work will include site clearing, temporary soil erosion and sediment control
measures/maintenance, earthwork, asphalt paving, concrete paving, curbs, and footings, playground
installation, play surfacing (engineered wood fiber and poured-in-place rubber), site furnishing
installation, landscaping, and turf grass seeding. This project is being financed, in part, with funds from
the Department of Commerce and Economic Opportunity (DCEO) Capital grant program. Work must
comply with grant requirements.
Project manuals, including bid form and specifications, and construction documents are available on
October 11, 2023, after 10:00 A.M. from Accurate Reprographics 2368 Corporate Lane, Suite 100,
Naperville, Illinois 60563, phone: 630.428.4433, website: www.hitchcockplanroom.com. Bidding
documents are available at the non-refundable cost of reproduction.
Bids will be accepted at the Zion Park District, 2400 Dowie Memorial Dr. Zion, Illinois 60099 during
regular office hours. All bids must be submitted in a sealed envelope marked with the Contractor’s name
and address, and “Zion Park District, Shiloh Park,” on the face of the envelope. Bids must be received no
later than 1:00 P.M. on November 1, 2023. Bids will be opened at 1:00 P.M. on November 1, 2023, at the
Zion Park District, 2400 Dowie Memorial Dr. Zion, Illinois 60099.
All bidders will be required to submit proof of Bid Security in the form of a Bid Bond, Certified Check,
or Cashier’s Check in the amount of 10% of the Base Bid, payable to the Zion Park District. A separate
bond or check shall be provided for each Base Bid Courts and Base Bid Playground, respectfully. No
proposals or bids will be considered unless accompanied by such bond or check. The successful bidder, as
determined by the Zion Park District, shall be required to pay, and to agree to pay no less than the
Prevailing Rate of Wages for the locality of the Zion Park District, to each laborer worker, operator, or
mechanic needed or used to complete the work as detailed in the contract to be let. The Zion Park District reserves the right to reject any and all proposals, parts of any and all proposals, or
to waive technical errors or omissions in submitted proposals. No submitted bid may be withdrawn until a
period of sixty (60) days after the bid opening date, without written consent of the Zion Park District.
The Zion Park District encourages minority business firms to submit bids on this project and the
successful contract bidder to utilize minority businesses as sub-contractors for supplies, equipment,
services, and construction.
