Golf Mill Park East

The Niles Park District does hereby invite sealed bids for Golf Mill Park East, located at the intersection

of Church Street and Cumberland Avenue, Niles, Illinois, 60714. The project will be constructed under

two separate bid packages with the intent of awarding two separate Owner/Contractor Agreements to a

single Contractor. The lowest bid will be determined by reference to the combined base bids of each

project, combined base bids plus any accepted alternates, or any combination thereof as determined by the

Niles Park District to be in its best interests. The work in both bid packages will be constructed

simultaneously.

Base Bid #1: Work will include site preparation, temporary soil erosion and sediment control

measures/maintenance, site clearing, earthwork, asphalt paving, color coating and striping, concrete

paving, curbs and footings, chain link fencing and gates, sport court equipment installation, shelter

installation, drinking fountain installation, site furnishing installation, shelter lighting and outlets, stone

veneer seatwalls, landscape planting, and turf grass seeding.

Base Bid #2: Work will include site preparation, temporary soil erosion and sediment control

measures/maintenance, site clearing, earthwork, storm utilities and underdrainage, irrigation system,

concrete paving, curbs and footings, ornamental fencing, netting, sport court equipment installation,

fitness equipment installation, shelter installation, site furnishing installation, poured-in-place rubber play

surfacing, engineered wood fiber play surfacing, site electrical, pedestrian pole lighting, shelter lighting

and outlets, stone veneer entry monument and columns, landscape planting, turf grass seeding, and

sodding.

Project manuals, including bid form and specifications, and construction documents are available after

10:00 A.M. on Wednesday, February 14, 2024, from Accurate Reprographics 2368 Corporate Lane, Suite

100, Naperville, Illinois 60563, (630) 428-4433, www.hitchcockplanroom.com. Bidding documents are

available at the non-refundable cost of reproduction.

Bids will be accepted at the Niles Park District, 6676 W. Howard Street, Niles, Illinois, 60714, during

regular office hours. All bids must be submitted in a sealed envelope marked with the Contractor’s name

and address, and “Bid for Golf Mill Park East,” on the face of the envelope. Bids must be received no

later than 10:00 A.M. on Wednesday, March 6, 2024. Bids will be opened on Wednesday, March 6, 2024,

at 10:00 A.M. at the Niles Park District, 6676 W. Howard Street, Niles, Illinois, 60714.

All bidders will be required to submit proof of Bid Security in the form of Bid Bond, Certified Check, or

Cashier’s Check in the amount of 10% of the Base Bid, payable to the Niles Park District. The successful

bidder, as determined by the Niles Park District, shall be required to pay, and to agree to pay no less than

the Prevailing Rate of Wages for the locality of the Niles Park District, to each laborer worker or

mechanic needed or used to complete the work as detailed in the contract to be let. The Niles Park District reserves the right to reject any and all proposals, parts of any and all proposals, or

to waive technical errors or omissions in submitted proposals. No submitted bid may be withdrawn until a

period of sixty (60) days after the bid opening date, without written consent of the Niles Park District. The

Niles Park District encourages minority business firms to submit bids on this project and the successful

contract bidder to utilize minority businesses as sub-contractors for supplies, equipment, services, and

construction.
