Spoerl Park Playground Resurfacing
The Crystal Lake Park District does hereby invite sealed bids for Spoerl Park Playground Resurfacing.
Spoerl Park Playground Surfacing base bid package will include existing playground surface attenuation
testing, minor poured-in-place playground surface repair, and artificial turf playground surfacing. Project
alternates include the removal of the existing playground surfacing, and installation of artificial turf or
poured-in-place playground surfacing.
Project manual, including bid form and specifications, and construction documents are available after
10:00AM on January 16, 2024 from Accurate Reprographics, https://www.hitchcockplanroom.com/,

reproduction. Refer to Section 000100 “Invitation to Bid” for information regarding the pre-bid meeting.
Sealed bid submissions will be accepted at Crystal Lake Park District, 1 E. Crystal Avenue, Crystal Lake
IL 60014 during regular business hours. All bids must be submitted in a sealed envelope marked with the
Contractor’s name and address, and “Crystal Lake Park District, Spoerl Park Playground Surfacing”, on
the face of the envelope. All bids must be received no later than 10:00 AM, January 30, 2024. Bids will
be opened at 10:01 AM, January 30, 2024 in person and bid results will be distributed following the opening
at the plan holder’s request. All bidders will be required to submit Bid Security in the form of a Bid
Bond, Certified Check, Cashier’s Check in the amount of 10% of the Base Bid, payable to the
Crystal Park District.
The successful bidder, as determined by the Crystal Lake Park District, shall be required to pay, and to
agree to pay no less than the Prevailing Rate of Wages, pursuant to the Illinois Prevailing Wage Act (820
ILCS 130) for the locality of the Crystal Lake Park District (McHenry County), to each laborer worker, or
mechanic needed or used to complete the work as detailed in the contract to be let. The successful contractor,
and all subcontractors shall be required to submit, to the Crystal Lake Park District, certified payrolls
no later than the twenty-fifth day of each calendar month for the immediately preceding month. The Crystal Lake Park District reserves the right to reject any and all proposals, parts of any and all proposals,
or to waive technical errors or omissions in submitted proposals. No submitted bid may be withdrawn
until a period of sixty (60) days after the bid opening date, without written consent of the Crystal
Lake Park District. The Crystal Lake Park District encourages minority business firms to submit bids on
this project and the successful contract bidder to utilize minority businesses as sub-contractors for supplies,
equipment, services, and construction.
