Lakefront Park
The Glencoe Park District does hereby invite sealed bids for Lakefront Park. The project will include
temporary soil erosion and sediment controls, site removals, earthwork, concrete paving, footings, and
curb, asphalt paving, sport court resurfacing and striping, installation of playground equipment,
underdrainage, site furnishings, sport court equipment, drinking fountain, wood fencing, chain link
fencing, turf grass restoration, landscaping, and irrigation.
Project manuals, including bid form and specifications, and construction documents are available after
11:00 AM on February 16, 2023 from Accurate Reprographics 2368 Corporate Lane, Suite 100,
Naperville, Illinois 60563, 630.428.4433 www.hitchcockplanroom.com. Bidding documents are available

Bids will be accepted at the Glencoe Park District Takiff Center, 999 Green Bay Road, Glencoe, Illinois,
60031, during regular office hours. All bids must be submitted in a sealed envelope marked with the
Contractor’s name and address, and “Lakefront Park,” on the face of the envelope. Bids must be received
no later than 1:00 PM on March 9, 2023. Bids will be opened at 1:00 PM on March 9, 2023 at the
Glencoe Park District Takiff Center. All bidders will be required to submit Bid Security in the form of a
Bid Bond, Certified Check, Cashier’s Check in the amount of 10% of the Base Bid, payable to the
Glencoe Park District. The successful bidder, as determined by the Glencoe Park District, shall be required to pay, and to agree
to pay no less than the Prevailing Rate of Wages, pursuant to the Illinois Prevailing Wage Act (820
ILCS130) for the locality of the Glencoe Park District (Cook County), to each laborer worker, or mechanic
needed or used to complete the work as detailed in the contract to be let. The successful contractor, and
all subcontractors shall be required to submit, to the Glencoe Park District, certified payrolls no later than
the tenth day of each calendar month for the immediately preceding month.
This project is subject to the Illinois Prevailing Wage Act (820 ILCS 130/0.01 et seq.). A prevailing
wage determination has been made by the Illinois Department of Labor for public works projects in Cook
County. The contract entered into for this project will be drawn in compliance with said law and proposals
should be prepared accordingly and provide for payment of all laborers, workmen, and mechanics
needed to perform the work at no less than the prevailing rate of wages (or the prevailing rate for legal
holiday and overtime work) for each craft, type of worker, or mechanic.
The Contractor(s) selected will also be required to comply with all applicable federal, state and local laws,
rules, regulations and executive orders, including but not limited to those pertaining to equal employment
opportunity.
The Glencoe Park District reserves the right to waive technicalities, to accept or reject any or all bids,
and/or to accept only portions of a bid and reject the remainder. The Park District will award the contract
to the lowest most responsible and responsive Bidder, as determined by the Park District. In considering
the Bidder’s responsibility, the Park District may evaluate, among other factors, the ability of the Bidder
to provide experienced labor sufficient in numbers to timely and properly complete the services, the
financial capability of the Bidder, and the performance of the Bidder on other projects.
Bids shall not include federal excise tax or state sales tax for materials to be incorporated in, or totally
consumed in the prosecution of the Work. A tax exemption certificate will be furnished by the Park
District at the request of the Bidder. The District’s tax exemption number shall only be used by the
successful Bidder for the work of this Project.
No submitted bid may be withdrawn until a period of sixty (60) days after the bid opening date, without
written consent of the Glencoe Park District. The Glencoe Park District encourages minority business
firms to submit bids on this project and the successful contract bidder to utilize minority businesses as
