Prairie Bluff Pickleball and Golf Range
Notice is hereby given that sealed bids for the Prairie Bluff Pickleball and Golf Range project
will be received by the Board of Commissioners of the Lockport Township Park District, Will
County, Illinois until the hour of 10:00 a.m. on September 21, 2022, at the office of the Lockport
Township Park District, 1811 South Lawrence Avenue, Lockport, Illinois 60441. Work will
include pickleball courts, parking lots, and golf range building construction.
The project is divided into separate bids for the following bid package divisions:
1. Excavation 4. Carpentry & General Trades 7. HVAC & Mechanical
2. Asphalt Paving 5. Painting 6. Plumbing
3. Building Concrete 6. Roofing 9. Electrical
Project Manuals, bid specifications, and construction documents are available after 11:00 A.M.
on September 7, 2022, from Accurate Reprographics, 2368 Corporate Lane, Suite 100,
Naperville, Illinois 60563, phone: (630) 428-4433, website: www.hitchcockplanroom.com.
Bidding documents are available at the non-refundable cost of reproduction. Bid Packages will
be distributed to the Contractors on the plan holders list directly by the Park District.
It is strongly recommended that all contractors attend the pre-bid meeting held on Tuesday
September 13, 2022, at 10:00 A.M., 1811 S. Lawrence Avenue, Lockport, Illinois 60441. All
questions regarding the project shall be submitted in writing to Pete Hall, (815) 838-1183 ext.
304, phall@lockportpark.org no later than September 14, 2022, at 5:00 P.M. No questions will
be allowed after this deadline. An addendum will be issued to resolve these questions.
Bids will be accepted at the Lockport Township Park District, 1811 South Lawrence Avenue,
Lockport, Illinois 60441 during regular office hours. Sealed bids must be plainly marked on the
outside of the envelope “Sealed Bid: Prairie Bluff Pickleball and Golf Range, Attn: Pete
Hall” and list the bid package number and name on the outside of the envelope as well.
Bids must be received no later than 10:00 A.M. on September 21, 2022. Bids will be opened on
September 21, 2022, at 10:01 A.M. at the Lockport Township Park District, 1811 South
Lawrence Avenue, Lockport, Illinois 60441. All bidders will be required to submit Bid Security
in the form of a Bid Bond, Certified Check or Cashier’s Check in the amount of 10% of the Base
Bid, payable to the Lockport Township Park District. No proposals or bids will be considered
unless accompanied by such bid bond or check. The successful bidders will be required to post
100% Performance Security/Bonding in compliance with (30 ILCS 550) Public Construction Bond Act, provide Certificate of Insurance according to the specifications and enter into a
contract upon the terms set forth in bidding documents.
All contractors assume responsibility for prevailing wage rates. Contractor shall not pay less
than prevailing rate of wages to all laborers, workmen, and mechanics performing work under
this contract and shall comply with the requirements of the Illinois Prevailing Wage Act, (820
ILCS 130), et seq., and the Illinois resident labor requirements (20 ILCS 605/605-390), as
applicable.
The Lockport Township Park District reserves the right to reject any and all proposals, parts of
any and all proposals, or waive technical errors or omissions in submitted proposals. The
Lockport Township Park District will award the contract to the lowest most responsible and
responsive bidder, as determined by the Park District. In considering the bidder’s responsibility,
the Lockport Township Park District may evaluate, among other factors, the ability of the bidder
to provide experienced labor sufficient in numbers to timely and properly complete the services,
the financial capability of the bidder, and the performance of the bidder on other projects.
No submitted bid may be withdrawn until a period of (60) days after the bid opening date,
without written consent of the Lockport Township Park District. The Lockport Township Park
District encourages minority business firms to submit bids on this project and the successful
contract bidder to utilize minority businesses as sub-contractors for supplies, equipment,
services, and construction.
